Title: Vietnam Armed Forces - VPAF

Callsign 24 Seira - December 8, 2006 08:56 PM (GMT)
Vietnam People's Armed Forces are the combined military units of Vietnam. Created in 1975 to replace the military of both South Vietnam and North Vietnam.

The VPAF consists of:

Vietnam People's Air Force
Vietnam People's Navy
Vietnam People's Coast Guard
Vietnam People's Army

======================================================================================
Situated in the midst of South China Sea, the defence capability of Vietnam plays a part in the stability of the area where the main trade route plys. ANY MNs here care to share the view.

Follow up from the other topic from SayaR......"it was only a matter of time that this "chilly padi" be involved in the struggle for pole position between China and India....

To date Vietnam has remained quite silent on the various issues of claims on territory etc in the surrounding region. Am sure with Vietnam opening up, they too have to look out for their own interests and sooner or later they have to be more aggressive in staking their claims in the Spratley Islands and the surrounding areas....they did lost to the Chinese the last time in a naval clash....so I suppose the Vietnamese are trying to buildup their own capabilities...but at the same time the Indians can make some money and irritate the Chinese...win-win situation if you ask me....."

The Vietnam People's Navy

The Vietnam People's Navy (or, more simply, Vietnamese Navy) is part of the Vietnam People's Armed Forces and is responsible for the protection of national waters, islands and interests of the maritime economy, as well as for the coordination of maritime police, customs service and the border defense force.

In addition to the VPN Naval Infantry, the Vietnam People's Navy also currently operates:
• 12 missile boats
• 6 Petya class frigates
• 1 corvette
• 2 midget submarines Yugo class acquired from North Korea in 2001
• many smaller craft including: torpedo boats, inshore patrol boats, and a number of landing crafts and mine vessels. Larger transport ships of the Navy include the Truong Sa class ship which was built by the state-owned shipbuilding firm, VINASHIN.

===============================================================
Let’s start with the Vietnam People’s Air Force

Vietnam People’s Air Force
1975-2006 (Reunified Vietnam)
The VPAF did not play much of a role during the 1975 Invasion of South Vietnam. The only sorties flown were with two captured VNAF A-37s. SA-2s were transported into South Vietnam to counter possible US military air strikes.
After the end of the Vietnam War (called the American War in Vietnam), in May 1975, more regiments were formed: no. 935 fighter regiment "Dong Nai" and no. 937 fighter-bomber regiment "Hau Giang" (Trung Doan Khong Quan Cuong Kich 937), followed by no. 918 transport regiment "Hong Ha" (Trung Doan Khong Quan Van Tai 918) and no. 917 mixed transport regiment "Dong Thap" in July 1975.

In September 1975, the newly created four regiments were formed into the 372nd Air Division (Su Doan Khong Quan 372). In December 1975, the 370th Air Division "Hai Van" was formed, including among others the 925th fighter regiment.
On May 31, 1977, the Vietnam People's Air Force (Khong Quan Nhan Dan Viet Nam) was separated from the Air Defense Force (Phong Khong Viet Nam).

When Vietnam invaded Cambodia in 1979, former VNAF A-37s flew most of the ground support missions. These aircraft were more suited to the role than the MiGs. Also F-5Es, C-123s, C-130s, and UH-1s were used by the VPAF for many years after the end of the War.

Today the VPAF operates late model Mig-21s, Su-22s and Su-27/30s as their combat aircraft. Most of the Air Forces in the region are much better equipped and trained than the VPAF is today. Most of the Anti-Aircraft Missiles and Artillery is outdated and would be infective against Western or Western Equipped Air Forces. Many of those Air Forces use lessons learned in the Vietnam War.

Bases
Some airbases in the south were built by the United States Air Force or United States Navy for South Vietnam. The northern bases were likely built with assistance and/or use by the Soviet Union during the Vietnam War.
• Kep Airbase
• Bien Hoa Air Base
• Dong Hoi Airport - under reconstruction to serve commercial flights
• Hoa Lac Airbase
• Gia Lam Airbase
• Lang Son Airbase
• Nha Trang Airport
• Anh Son Airfield
• Thanh Son Airbase
• Thanh Hoa Airbase

FLASHBACK 1973

By 1973 the South Vietnamese Air Force was the most equipped Air Force in South East Asia and the only one that was really have experienced combat (mostly COIN)

Here is a video clip of the VNAF at that time.

http://www.youtube.com/watch?v=NIfwGXt0vQU

=====================================================
Then came the day the South Vietnam fell to the invading North Vietnamese.

You can view how desperate those guys were..flying with all sorts of aircraft out of S Vietnam during downfall. ....so many aircraft all over the place !!

South Vietnam Air Force link.....chech it out!

http://www.vnaf.net/

29 April 1975 --In a period of three hours, Operation Frequent Wind was carried out by U.S. Naval and Marine Corps helicopters from the Seventh Fleet. Frequent Wind involved the evacuation of American citizens from the capital of South Vietnam under heavy attack from the invading forces of North Vietnam. The military situation around Saigon and its Tan Son Nhut airport made evacuation by helicopter the only way out. President Ford ordered the evacuation when Viet Cong shelling forced the suspension of normal transport aircraft use at Tan Son Nhut. With fighter cover provided by carrier aircraft, the helicopters landed on Saigon rooftops and at Tan Son Nhut to evacuate the Americans. The airport became the main helicopter landing zone; it was defended by Marines from the 9th Amphibious Brigade flown in for that purpose. All but a handful of the 900 Americans in Saigon were evacuated. The last helicopter lifted off the roof of the United States Embassy at 7:52 PM carrying Marine security guards.

I heard from another forum that Viet media reported that ST Engg was helping them to upgrade their SPH, which type not so sure but they do have M110, M109 and Russian 2S3.

Another thing , ST Kinetics has an office in Vietnam, so obviously , ST Engg has a lot of work done in Vietnam( they have lot of 60s era weapons that in need of upgrades), they may be even be our largest customer in SEA.

Vietnam People's Army

The Vietnam People's Army (VPA) is official name for the armed forces of the Socialist Republic of Vietnam. During the Second Indochinese War (Vietnam War) (1957–1975), the U.S. incorrectly referred to it as the North Vietnamese Army (NVA), or People's Army of Vietnam (PAVN) and this term is commonly found throughout Vietnam War-related subjects.

The Vietnam People’s Army today
Organization
The President of the Socialist Republic of Vietnam is the Commander-in-Chief, while the Minister of National Defense oversees operations of the VPA. The Minister of National Defense oversees such agencies as the General Staff and the General Logistics Department. However, military policy is ultimately directed by the Central Military Commission of the ruling Communist Party of Vietnam.
The VPA is composed of a main force and local forces. As with most countries' armed forces, the VPA consists of standing, or regular, forces as well as reserve forces. During peacetime, the standing forces are minimized in number, and kept combat-ready by regular physical and weapons training, and stock maintenance.
[edit] Branches
The Vietnam People's Army is comprised of various units of the main forces (Chủ lực), local forces (Địa phương) and the People's Defence Forces (Dân quân-Tự vệ).
It is subdivided into the following branches and sub-branches:
• Lục quân (Vietnam Ground Force)
o Biên phòng (Vietnam Border Defence Force)
o Lực lượng dự bị chiến lược (Vietnam Strategic Rear Force)
• Hải quân (Vietnam Naval Force)
o (Naval Infantry or Marines)
o Cảnh sát biển (Coast Guard, literally Marine Police)
• Phòng không-Không quân (Vietnam Air Defence and Air Force).
As mentioned above, reserves exist in all branches and are organized in the same way as the standing forces, with the same chain of command, and with officers and non-commissioned officers.
See Vietnamese military ranks and insignia.
International presence
The Foreign Relations Department of the Ministry of National Defense organizes international operations of the VPA.
Apart from its occupation of half of the disputed Spratly Islands, which have been claimed as Vietnamese territory since the 17th century, Vietnam has not had forces stationed internationally since its withdrawal from Cambodia and Laos in early 1990.
Components
Main Force
The main force of the VPA consists of combat ready troops, as well as educational institutions for logistics, officer training, and technical training. The current number stands at 412,000 regular soldiers.
Local Forces
Local forces are an entity of the VPA that, together with the militia and "self-defense forces," act on the local level in protection of people and local authorities. While the local forces are regular VPA forces, the militia consists of rural civilians, and the self-defense forces consist of civilians who live in urban areas and/or work in large groups, such as at construction sites or farms. The current number stands at 3-4 million part-time soldiers. Using guerrilla tactics to win each and every battle.
Manpower
The Vietnam People's Army consists of:
• Military manpower - military age: age for compulsory service: 18-27 years old; conscript service obligation - 2 years
• Military manpower - availability:
o males age 15-49: 21,341,813 (2005 est.)
• Military manpower - fit for military service:
o males age 15-49: 16,032,358 (2005 est.)
• Military manpower - reaching military age annually:
o males: 915,572 (2005 est.)
• Military manpower - total troops:
o 9,564,000 (2nd)
• Military expenditures: $1 billion (FY2002)

There were also reports in the late 80s that the Socialist Republic of Vietnam was interested in selling their CH-47s left over from the war to Singapore when we first went shopping for heavylift helos (later put on ice until the late 90s) but that idea was scuppered when the US made it clear it would not provide any future logistical support for Chinooks acquired in this fashion.

The Vietnamese are a tough lot.. no wonder the Chinese don't mess around with them unless really necessary and when they are really confident of winning... Afterall the Viets have fought much more superior foes and won.

Vietnam To Get First Russian-built 'Gepard' Patrol Ship In 2009
Vietnam to get first Russian-built "Gepard" patrol ship in 2009. 28/3 Tass 194 MOSCOW, March 28 (Itar-Tass) - Vietnam will get the first Russian-built "Gepard-3.9" patrol ship in 2009. The second one is scheduled for delivery in 2010, Director-General and Head Designer of the Zelenodolsk Design Office Leonid Sharapov stated on Wednesday. The delivery of Gepard-type warships to the naval market of Southeast Asia was achieved due to the vigorous marketing efforts of the "Rosoboronexport" company and of specialists from the foregoing design bureau. The contract, which "Rosoboronexport" had signed with the Vietnamese navy, envisages the construction of two more warships of this type. The licensed construction of "Gepard" warships on Vietnamese yards is not ruled out, too. Sharapov noted that deliveries of "Gepard" vessels to the naval armaments market was facilitated by the fact that they are based on project 11661 ships. The "Tatarstan", which is the head ship of this type, was accepted for service at the end of 2006 and is now the flagship of the Russian Caspian Flotilla. The second ship of this project, "Dagestan", which is being built for the said Flotilla, is all but completed. It is to be commissioned in 2009. The "Gepard-3.9" patrol ships are designed to seek, track, and knock out surface, submarine and air targets both independently or in squadron formation, for escort purposes, patrol missions, and defence of naval sea borders and economic zones. At present, the Zelenodolsk Design Office has developed a still more efficient version of this patrol ship for several foreign countries. It has a special aft hangar for a deck helicopter. A "Klab" complex and a Shtil-M type anti-aircraft missile complex can be installed on it instead of the "Uran" missile system

They agreed to promote the exchange of delegations between the two ministries, enhancing bilateral and multilateral friendly cooperation between the armies and people of the two countries,” the release said. “For his part, Singaporean Minister Teo Chee Hean emphasized that Singapore attaches importance to promoting relations with Vietnam, which has played an increasingly important role in preserving peace, stability and development in Southeast Asia and in the world. He believed that bilateral security and defense cooperation will further develop on the basis of positive political and economic ties between the two countries.”
Vietnam’s military has more than 480,000 active-duty personnel, along with 4 million reservists, and more than 5 million paramilitary troops. Vietnam has no strategic missiles or blue-water navy.

It it me or am I seeing a series of diplomatic and military moves by countries to adjust to the new climate in East Asia ?

On the other hand, Singapore could seriously help Vietnam modernise her military and be more relevant in the new century.

What are the odds of using Vietnamese airbases? or navy facilities. Perhaps the former American ones.

Navies of Vietnam and China have launched joint patrols in the Gulf of Tonkin during the recent months, the Vietnam News Agency reported Thursday.

It also said that the two neighboring countries have expanded bilateral cooperation in the areas of border demarcation, fisheries, security and natural resources mining.

Cooperation between Vietnam and China in resolving issues relating to the Gulf of Tonkin was “not only of significance in maintaining long-term peace between the two countries but also creating a fine model of cooperation in settling sea disputes between China and other related parties,” the report said.

The Vietnamese are getting serious about their capabilities....first there was tjhe 6 Kilo subs purchase and now the new Sukhoi 30s.....they should have made such a few years back as their economy was in greater shape....wonder why did they wait till now? Can't be the fact that they finally woke up to the obvious Chinese threat scenario.....hopefully its not too little too late....perhaps when the global economy picks up, they would buy more, though by that time the Chinese could possibly outnumber them by an even larger margin in terms of aircrafts and subs based @ Hainan.

But then again, having these hardwares would put the Chinese on some wary footing and they would have to factor them in....at least they won't assume its a walk in the park down to their "traditional territory".

ADJ really impresses me.

That Flanker is PLAAF's and not the Vietnam's! The insignia shows PLA's ”ªˆê and the grey camou is not standard Vietnam's Flanker colours.

Seems like no kilos for vietnam yet.

''Rosoboronexport is not yet engaged in talks with Vietnam and Egypt regarding the possible delivery of Project 636 diesel-electric submarines to these countries, but it is ready to start such negotiations as soon as its foreign partners display their interest in them, Oleg Azizov, head of the Russian arms trader’s naval department, told journalists in St. Petersburg on Friday.

“If Vietnamese partners make their choice in favor of Project 363, we will begin detailed negotiations with them,” Azizov said.

Egypt has “not yet made its decision regarding this issue, either,” he added.''

Russia’s state nuclear corporation Rosatom has won a tender to build a nuclear power plant (NPP) in Vietnam – a first such facility to be installed in the Asia-Pacific region, a Rosatom spokesperson said on Tuesday. He cited Vietnamese Prime Minister Nguyen Tan Zung as signaling his country’s readiness to cooperate with Rosatom despite Japan’s persistent push for participating in the project. The construction of the NPP’s two power units is slated for later this year, the spokesperson said.

Although this is not strictly military in nature it does have strategic implications for the ASEAN region. Access to future energy supply is definitely a security issue.

This is significant as a SEA nation is going to have a nuclear power plant while the in resource-scarce SG, the government is pondering over the future of nuclear energy in Singapore.
