Title: Civil requisition thread
weasel1962 - October 4, 2009 02:36 PM (GMT)
Was inspired by the Uncle Pek pics to start a thread on civil resources that can be used to support the military.
In a war, trade dries up and civilian resources such as goods vehicles, prime movers and buses end up not being used for commercial reasons.
With over 4,200 prime movers, 11,000 very heavy goods vehicles, 30,000 heavy goods vehicles and 550+ tankers (380+ over 20 tons) supporting very heavy trading activities in Singapore, that represents a significant capability to support military logistics.
The bus transport companies basically supports the weight of transporting the population in peacetime. SBS operates 2,900+ buses whilst SMRT operates another 800+ (of which 900+ are double deckers).
A lot of the buses are new too with conversions towards new Euro emission standards. Over the past 5 years, SBS alone has ordered new buses to replace 1/2 its fleet (1,100 scania K230UBs and 350 Volvo B9TL double deckers).
@ 80+ passengers per single deck bus and 120+ per double deck bus, the bus transport system is able to transport ~350,000 passengers at any one time.
During war time, people won't be going to work. Whilst we're not going to see "A-team" style bus conversions into military bus versions anytime soon, this nevertheless provides a significant potential solder transport capability (+ air con some more), freeing up the tonners to do other lift duties.

where they are going to get the fuel for all these vehicles is an interesting issue. this is where our very own 'strategic petroleum reserve', to be stored in caverns under Jurong Island, assumes its importance.

weasel, don't forget the private bus companies...are they able to be requisitioned as they can come in really handy in transporting people, military or civilian...

How suitable will civilian transportation like buses be if any possible adversary makes use of insurgent style tactics such as IEDs, etc though?

whoa...if tt's the case then you'll need MRAP type vehicles...unless SBS buses secretly got mountings for add-on armour :P

SBS adding 600 buses to its fleet.
http://www.sbstransit.com.sg/press/2010-09-06-01-S.aspx300 x 12m Mercedes Citaros O530 can carry 103 passengers each (30,900).
300 x Volvos B9TL double deckers can carry 124 passengers each (37,200).
Adding a total of 68,100 pax capacity. Buses carry 80+% of public transport customers every day.
Including the 600 above, SBS has bought 2,050 new buses with a carrying capacity of 207,200 pax since 2005 for ~$850m.

Coca-Cola Singapore wins Total Defence Award
SINGAPORE, 19th July, 2004 - Coca-Cola Singapore has been conferred the Total Defence Special Mention Award by the Singapore Civil Defence Force (SCDF), for the provision of essential resources and services in support of Singapore's defence during national emergencies.
The award recognizes organizations and companies that have demonstrated strong support and made significant contributions towards the Total Defence award program of Singapore.
In 2000, Coca-Cola submitted information on 30 units of Coca-Cola branded Volvo trucks to the Singapore Civil Defence Force for possible requisition during one of the Civil Resource Activation Exercises. In the following year, one of the trucks was activated through the Silent Requisition System Recall Exercise.
In 2002 a total of 6 trucks were recalled in a similar exercise by the Civil Defence Force and in 2003 another six trucks were again recalled and successfully completed the exercise.

Do the trucks supply free Cokes after exercise cut? :P

Nope. I belived part of the reasons why civil resources are prefered is due to the disguised posed by civilian vehicles. Enemy will not realised that the friendly neighbourhood coca cola truck is loaded with 5.56 to 155mm rounds!! :D

I was involved in civil requistion exercise in the end 1990s during my brigade exercise. Damn funny seeing civilian vehicle assemble with military vehicles in our parade square. We help to mount Ops Symbol on those civilan vehicle also!!
I recall seeing SBS buses (Those without aircon) convert to ferrying mass casualties in the early 1990s. Wonder how is the project going since never seen any now?
