What is an Exit Permit?
The Ministry of Defence requires all NS liable persons to comply with the exit control regulation for security and mobilisation purposes. The reporting and Exit Permit requirements may vary in accordance with age, National Service status, duration of trip, purpose of visit and destination:

Who should apply for an Exit Permit?

Pre-enlistee:
If you are between 11 and 16 and a half years of age, you do not require an Exit Permit for overseas travel. However, if you are above 16 and a half years old, and plan to travel for more than 3 months, you are required to apply for an Exit Permit. Relevant documentary proof is required to support your application.

Full-Time National Serviceman and Regulars:
You are required to apply for an Exit Permit as long as you are travelling out of Singapore. You must otain approval for overseas leave or ensure that you have not been scheduled any duty during the period of overseas trip, before applying for an Exit Permit through the Internet/Intranet. Once your application for Exit Permit is approved, an eEP number will be given to you for reference. No hardcopy Exit Permit will be issued.

Disruptee:
If you have disrupted from full-time NS for local study and would like to go overseas, you are required to apply for an EP.

Operationally Ready National Servicemen:
You are only required to apply for an exit permit if you are travelling out of Singapore for more than 6 months in a single trip.

(NSmen: If your trip is more than 24 hours but less than 6 months, all you need is to contact MINDEF Notification Centre via MINDEF eServices Centre at 1800-3646333 to notify your trip. You may also visit www.miw.com.sg or send SMS (97646333) to make your notification.)

An NSman must realise that upon disruption, he may not be posted back to his previous unit upon expiry of his disruption.An NSman who is granted disruption will complete his training cycle later than his cohorts. An NSman who is an appointment holder will not receive his National Service Command Allowance or Key Appointment Holder Allowance during the period of disruption

2. Exit Permit Application Procedure

2a. Option 1 - Application of Exit Permit (Pre-enlistee)
If you are between 11 and 16½ years of age, you do not require an exit permit for overseas travel. However, if you are above 16½ years old, and plan to travel for more than 3 months, you are required to apply for an exit permit. Relevant documentary proof is required to support your application.

Where and how to apply for an exit permit
Exit Permit can be applied in the following ways:

a. Through MIW website
b. Through Intranet (for NSF/Regulars only)
c. Through Self-Help Terminals located at Exit Permit Offices, at Central Manpower Base or Tampines SAFRA National Service Association.

2b. Option 2 - Application of Exit Permit (Full-time National Serviceman and Regulars)
If you wish to go overseas, you are required to apply for an exit permit. You must obtain approval for overseas leave or ensure that you have not been scheduled any duty during the period of overseas trip, before applying for exit permit through the Internet/Intranet. Once your application for exit permit is approved, an eEP number will be given to you for reference. No hardcopy exit permit will be issued.

2c. Option 3 - Application of Exit Permit (Operationally Ready National Servicemen)
If you wish to go overseas, you are required to apply for an exit permit UNLESS you are travelling on an International Passport for a period of not more than 6 months in a single trip.

If your trip is more than 6 months but less than a year and you have been scheduled for NS training during the period of overseas trip, you are required to obtain approval from your NS unit before applying for an exit permit. You are also required to obtain approval from your NS unit if the trip is 1 year or longer and your NS training scheduled within 6 months from the date of application for Exit Permit. Otherwise, you may apply for your Exit Permit directly through the MIW website.

Upon approval of your application, you will be given an eEP number for reference. No hardcopy exit permit will be issued. No documentary proof is required for application of Exit Permit by NSman. Random verification of proof is only required for selected applications.

Note:
An Exit Permit is usually granted on a yearly basis for overseas employment, permanent residence or training. A maximum of 3 years may be granted for overseas employment or training. If you are studying overseas, an Exit Permit can be granted for the full duration of your course.

Do note that NSmen who remain overseas for more than 6 months without a valid EP will become EP defaulters. Upon conviction, EP defaulters may be fined up to $5000 or 3 years' imprisonment or both.
